SO in practice when you connect to the BBC website, if you have a non-UK IP address then you"ll get blocked from accessing the content.
Fortunately it"s not that difficult to change your IP address online, and pretty soon you can be watching BBC IPlayer abroad without any problems. You see all you need to do is use what"s called a proxy server, to which you redirect your browsing through. When you do this the IP address that is presented is that of the proxy server, so if it"s in the UK you won"t get blocked.

It really depends there are free proxy services around, search for TOR and foxy proxy if you want to try them. Unfortunately they are too slow to watch BBC Iplayer normally although they might be ok for some of the radio stations.
If you do have a friend in the UK with some technical knowledge you can "tunnel" back via their PC or server if it"s left on and has a fast connection. Simply ask your friend about a VPN, if they have some technical knowledge and know how to set it up then that would be a definite option. Also be careful about companies who openly promote bypassing the BBc restrictions (they routinely get shut down), the service I use doesn"t even mention it.
